Constitution and Bylaws: Organizational Nightmare!

Take a look at this "official" review of the Victor Elementary Teachers Association (VETA), done by CTA's Fran Taylor in 1993. While CTA has "requires" an ongoing re-evaluation of these essential organizational documents, one must ask how VETA's Constitution and Bylaws (C & B's) were ALLOWED to become such a mess in the first place. (VETA has been in existence for decades!) Bet CTA hasn't taken a look at VETA's Constitution and Bylaws since 1993!

As this document is quite lengthy, I have posted the first page here and have attached links to subsequent pages. In order to help you "enjoy" this document, I have also placed annotations next to each link so you may see just how inept CTA and VETA are without having to examine each page for their gory details.

bulletPage One - Fran Taylor, an employee of the California Teachers Association states that VETA'S Constitution and Bylaws are "Out of Compliance - (requires) Major Revision"
bulletPage Two - VETA's C & B's does not state the it will "represent its members in their relations with their employer." . ...Hmmmmm, perhaps that's why VETA allowed teachers to be harassed!
bulletPage Three - "Member adherence to the Code of Ethics of the Education Profession." Oh really? Not only does VETA actively practice numerous instances of unethical and illegal activities, but so do CTA and NEA! Funny anyone from CTA would even note that the Victor Elementary Teachers Association had a problem with "ethical behavior!"
bulletPage Four - Not much on this page - only a problem with membership dues. Well CTA, if you are so concerned about membership dues then why didn't the California Teachers Association notice that, for at least THREE YEARS, the Victor Elementary Teachers Association didn't deposit $14,000 of membership sent to them, directly from CTA? Hey CTA, don't you audit your financial books either?
bulletPage Five - Most of the problems noted here deal with the responsibility of the VETA president to attend meetings of the California Teachers Association. Too bad you didn't mention anything about a VETA president taking out an unauthorized loan ($2,000) to go on vacation to Hawaii instead of the annual CTA Presidents Meeting!
bulletPage Six - Please don't say it's true! Does CTA REALLY expect Members of the VETA Executive Board to "administer the business of the chapter?!" Guess that doesn't apply to Past Presidents making unauthorized withdrawal of association funds, the refusal of the VETA president to keep Executive informed (in any manner) of negotiation issues, the constant leak of negotiation issues to non-members and school administrators!
bulletPage Seven - Just a few things here - minor things, really. VETA didn't have anything in their C & B's regarding contract ratifications? (So that's why only 22 people voted to ratify the contract in 1996 - the vast majority of the district's 300 TEACHERS DIDN'T KNOW THAT A CONTRACT RATIFICATION WAS TAKING PLACE.) The part about not having anything in VETA's C & B's about grievance procedures? Don't you KNOW that, as long as anyone can remember, VETA has NEVER FILED A GRIEVANCE for anyone - even when teachers are severely harassed? Gosh. . .
bulletPage Eight - VETA doesn't have anything in their C & B's about state (CTA) and national (NEA) elections? CTA, you're NOT REALLY CONCERNED about election issues, are you? Remember that time when your local Service Center Rep., Bill Ribblett, BOTCHED an NEA Election - only 12 out of 38 CHAPTERS were able to vote! Gee whiz!
