An Empty Agreement -
VESD Lies and OCR Fails to Follow Through!

The following agreement was obtained under the Freedom of Information Act from the United States Dept. of Education. This document outlines the voluntarily agreement reached between the US Dept. of Education, Office for Civil Rights and the Victor Elementary School District. (Had VESD NOT signed such an agreement, OCR could have done an onsite investigation of the entire school district instead - too bad they didn't.) You will note that the Victor Elementary School District agreed to, "Review the status of ALL students who were referred to SST (Student Study Team) meetings at any district site during the 1995-96 school year."  (Please take a look at item #3, listed below.) 

bullet Not only did someone from either Lomitas Elementary School and/or the Victor Elementary School District LIE to OCR and FAIL to comply with this "agreement" but OCR, in turn, DID NOT INVESTIGATE when actual documentation was provided to them which proved, without question that someone from either Lomitas Elementary School or the Victor Elementary School District fraudulently claimed that only ELEVEN STUDENTS had been referred to the SST Process when one teacher personally referred more than that out of his/her own classroom!
bulletLomitas Elementary School Reports 85 (!) Students in Special Education when they were "nominated" for the National Blue Ribbon Award! As they so proudly note, that's a FULL 10.6% of their ENTIRE student population! 
bulletThis is consistent with other lies made by someone at Lomitas Elementary School and/or the Victor Elementary School District.
