Letter to Bob Chase, President

| January 6, 1999 Mr. Bob Chase Dear Mr. Chase: Thank you for the brief conversation we had this afternoon, I was quite surprised when you answered the telephone! As I mentioned, I wanted to fax some materials to you concerning my experiences with the Victor Elementary School District, the Victor Elementary Teachers Association, and the California Teachers Association. . . . I am confident that you will find much of that which is contained here to be extremely disgusting - sadly, this is merely a small portion of what I have in my possession. . . .I am willing to share all I have with you or your attorneys - provided NEA is willing to help. Here is a brief history (believe me, this really is brief): . . . as treasurer of the Victor Elementary Teachers Association I observed, first hand, what I believe to be a deliberate and blatant refusal to take any action to stop what was going on. I also know of many instances were Victor Elementary Teachers Association and CTA/NEA (through their "service rep.", Bill Ribblett) ASSISTED the district. I am now in the process of turning over much of what I have to the US Dept. of Justice, Equal Employment Opportunity Commission (EEOC) - these materials involve ****, Victor Elementary Teachers Association, and CTA. At that time, I filed a complaint against the school and district with the US Dept. of Education, Office for Civil Rights. That quickly turned into a large class action investigation, for which the district was monitored for two years, for segregating students by race and for refusing to help students with SEVERE special needs. (As noted, the attached documents contain information on just one student, out of many, from my own classroom that demonstrates how they ignored these children.) Why am I telling you all of this? Because throughout the entire ordeal with the Victor Elementary School District situation and all of the things which have transpired since with OCR, CTA has been disgustingly silent. Last Spring, I learned that my former school had been nominated as a "California Distinguished School" and was eventually awarded that "honor." CTA did nothing to stop that award from being given. All I received was a letter from Lois Tinson, CTA president, that said "Thank you for caring about the children of California." That same school is now being considered as a "National Blue Ribbon School" by the US Department of Education. This is an absolute disgrace. . . .As you can see from the attached materials, this school has certainly ignored the needs of the child listed here - there were dozen's, if not hundreds, more.
